East Asian Languages Installation Files Photoshop

I am trying to configure my WES 2009 image for Japanese. On a standard XP Pro installation this would be done by first installing the OS and then selecting the Install files for East Asian languagescheck box on the Languages panel under Regional and Language Options. After doing that Windows prompts for the install disk which it pulls all the files from. I’d like to pre-install all the files on the WES image but I can’t find any documentation on exactly what to do. I’ve added a big list of components to the image such as Japanese Handwriting Recognizer, Japanese Language Support, all of the Microsoft Japanese IME xxxx components, Fonts: Japanese bitmap & TrueType fonts, and same for other European and Asian languages. I have some interesting results looking at the WES run time image Regional and Language Optionscompared to a standard XP Pro image. The following observations were made from the WES image immediately after FBA.

A default folder is created when you install Photoshop. Plug-Ins and Specify Type Options in Photoshop. And Advanced East Asian languages) or Middle. East Asian Language support. The drop down list on the Advanced tab for Language for non-Unicode programsdoes not list Japanese or other Asian languages. However the Code page conversion table son the same tab does list Japanese and other Asian languages. I don’t know if I am missing more components that I haven’t found or if there is some component configuration that I have missed. The Lost Serial on this page. Reading further, help says to add the English MUI registry update component if using English but I don't see any such component in the dB.

Later it says to open Settings for XXXX Language Support component. 'In the details pane, select the default fonts, code page conversion tables, and default keyboard layouts to use with the language. Also, select the Support all system locales for and the Include multilanguage user interface resources boxes.' Perhaps this is the step I was missing.

Many of those checkboxes are selected by default. But there is only one code page and no keyboards selected.

Still seems odd with this componet in the image and those last two checkboxes selected that I still don't see Japanese in the list of languages to select in the run-time.
